Don't REMOTELY believe that 3M 33 series has a voltage rating of over 
600V per layer!

Direct from 3M:

Scotch® 33 Vinyl Electrical Tape provides water-resistant electrical and 
mechanical protection with good resistance to abrasion, alkalis, acids 
and varying weather conditions (including ultraviolet exposure). UL 
Listed for use as electrical insulation up to 600 volts and 176°F 
(80°C). UL 510 flame-retardant.

Somebody MUST mean a different 3M product.

Then the 33+:

*Scotch® Super 33 Plus Vinyl Plastic Electrical Tape 10075, 3/4 in x 44 
ft, 10 rolls per box, 10 boxes per case
