[Heathkit] Heathkit VHF Wattmeter with manual $40

The HM-2102 and HM-2141 cover 6 and 2 meters without any changes.  However, the HM-9 definitely does require circuit changes.

I have a pair of HM-2102 wattmeters that are permanently in line for my 6-meter equipment and the other permanently in line for my 2-meter equipment.
