The "rule of thumb" is that papers and electrolytics are bad,
while ceramics and micas are good. It's not hard and fast.
I've seen ceramics which were dead shorts, even at low voltage.

As far as measuring high voltages with a DMM, just add a multiplier
resistor string. It's not hard to find 10Meg resistors. I recently
needed a 100Meg resistor to calibrate a tube tester's grid emission
function. I bought ten 10Meg resistors and put them in series.

Ten 10Meg 1/2W resistors ought to be good for up to about 300V each
resistor, or 3KV at least, possibly up to 5KV. If you have a 10Meg
DMM, then it will read 1/11 of the input voltage. Put those inside
a suitable enclosure, like down the center of some PVC pipe, and
you've got a probe. What's the voltage on the cathode of your CRT?
