[Heathkit] SB200 Input

Hey all -

I've been lurking here for a while, and finally need to submit a question
for consideration. Here's the deal:

I have an SB200, with newer tubes, Harbach P/S rebuild, softstart and
softkey mods. Power output and stability are good. The problem I have is
with the match to the exciter on the input. On 10,20,40,80 meters the SWR
on the input seems reasonable. On 15m however, the match is so bad that I
have to use a tuner between the radio and the amp to keep the radio from
folding back power.

Also, on 40 and 80m, I have to crank the Load control fully
counter-clockwise to get the amp to load up, and it seems like I could use
a little more after the control hits the stop.

I'm sure it's two different issues. Where should I look first?
