[Heathkit] Marauder - technical question

That is an odd choice, isn't it? I've had a couple other rigs that did
not cut off the finals when in stand-by, and they made heavy white
noise in the associated receiver! Maybe with different tubes they
wouldn't make noise? I modified them to to change the bias to beyond
cut-off when the rig was not transmitting...

I'm in the process of bring a Marauder back to life.

I have a question:

When in SSB PTT/VOX, but not transmitting, the PA is biased to draw
50mA. Why is it not biased off, and then to 50mA when in transmit?
This how it works in CW and would be a simple mod to make it do it
this way in SSB. It seems the designer must have had reason.

Any ideas?
