The SA-2040 and SA-2060 have the same style knobs as the tube type SB-Line equipment.  However, the cabinet design is for the solid-state SB-104.

Remember, the pi-network tuning in the tube type equipment did not really require an external antenna tuner, at least nowhere near as the requirement of the fixed impedance solid-state equipment.  To my knowledge the only antenna tuner that Heath made for a tube transmitter is the AC-1 which was made to use with the AT-1 transmitter.

Can any of you history buffs tell me the model number of the first antenna tuner Heath put out and/or if they made one to look like the SB-100, 200, 301, 401, etc. line?
