The old papers used to have the outside foil marked, usually
with a black band or ring around that lead. The outside foil
has more capacitive coupling to adjacent components than
the inside foil. If that's what he's seeing, then it has
nothing to do with polarization. Modern film caps are not so
marked, though in principle it wouldn't be hard to ascertain
which lead is the outside "foil".

I agree with this assessment.
If it's across a choke, intended to form a resonant circuit,
then it'll be "passing" lots of AC current, which means an
AC rated cap, not just a DC rated cap, should be used to replace
it. I'd recommend an X2 rated cap for that application,
which also has a DC rating in excess of the DC output of
the supply. Not all X rated caps also have DC ratings.
