Check the 3395.4  crystal on the carrier oscillator (V16A). That crystal is used in both the CW and TUNE positions and feed the 3395.4 signal to the product detector (V13C). Check to see if you go to the TUNE position if you tune the rig and  get output. If not then that crystal isn't working. Check the soldering around the crystals on the modulator circuit board. There is no BFO.
