Suggest you re-check your cabling first. Some times a female phono
connector will get old and not make contact with the male prong on the
cable. A good RX for that is to open up the radio and squeeze those female
receivers with a pair of pliers but don't crush them together.
Also, if your 401 doesn't have the crystal pack installed you have to have
the function switch in "transceive mode". This mode uses the hetrodying
crystals from the receiver to mix the low level RF to proper frequency.
Check for plate current by closing the key on the mic (mic gain control at
fully off) and the meter in the plate amps position. You should see 50 ma
of idling current. If it's not there, you got a problem somewhere else like
an open plate choke etc.
For the pegged ALC, have a look at the diodes around the PA. Heath's ALC is
a bit more complicated that others in it's class (more diodes and protection
circuits)
