Yes, there are a couple of SATERN and ARES nets on 60 m here on the 
mainland. That was the original justification for 60 m, to fill in the 
propagation gaps between 40 and 80 m.

No it isn't a "band" in the traditional amateur radio sense and, like
30 m, which is also shared, 60 m was never intended to support contesting.

I think both 60 m and 30 m are useful bands and I'm glad that we have them.
