Not true.

The frequency range of 26.957–27.283 MHz falls within the "11 meter 
band" and is authorized as an ISM (Industrial, Scientific, and Medical) 
allocation. In the US, such use falls under CFR Title 47 Part 18. While 
you couldn't use it for communications, operating an AT-1 on a dummy 
load for development purposes would be permitted, as long as you were in 
compliance with Part 18 regulations.
