[Heathkit] Heath SP-2717a power supply

I have one of these sypplies and while it works, I am having trouble regulating the B+ high voltage.  I get 300vdc at the low end to 350vdc on the high end, and can not vary the voltage otherwise. The 6L6GC tubes are brand new and the 6AU6 tested more than ok.  The resistors all test within a nominal tolerance. Anyone out there with a suggestion as to where to look next?
