Base on the HP-13A's manual, page 17, 12VDC positive is fed through an inline fuse with the proper rated fuse, to pin 6 of the Jones connector and pin 7 is grounded to the 12 VDC source.. As can be seen, pin 7, through the supplies interconnecting cable to the radio, is routed to the radio's front panel ON/OFF switch.

under the paragraph titled "SWITCHING". Use a heavy gauge wire to connect the supply to the DC power source  and the proper rated fuse between the supply and the DC source. Make sure the DC source can provide the required current, even at idling, no load on the supply.

Thanks all for the quick responses The general consensus is the switch 
contacts need to be connected (Magnitude 3 'DUH'). I will get to it 
after work today.
