[Heathkit] IM-25 troubleshooting help?

G'day all, can someone please help me sort out an IM-25 solid-state VOM?
Symptom is that as soon as it's turned on, the meter pins to one side or the
other (depending on setting of the AC/DC+/DC- switch).  Zero setting control
has no effect.  There's nothing about this failure mode in the manual.  Any
ideas you can share?
