[Heathkit] Heathkit Capaci-Tester IT-22

Hi all,

I bought an old Heathkit IT-22 Capaci-Tester.  It works fine on shorts 
but I cannot get it to work properly on the Open side.

I checked and replaced bad caps and resistors.  I cannot get proper 
voltage readings per the manual.  There is a reference to pin 5 of the 
tube and it says it should read -8volts.  I get about -3 volts.  I 
replaced the tube with a new one also and no change.

Anyone have one they had similar problems with?

Any help is appreciated.
