Am I missing something here?

I see the idea of using over-voltage and a dropping resistor in series with
it.

Maybe I misread it, but I took the last note to say that the capacitor
supposed to be shunted across the relay. That doesn't make sense to me. With
that rig, the in-rush current through the resistor will be large, but most
of it is going to be expended in charging the capacitor.

I think you want to shunt the capacitor across the dropping resistor. When
the "switch is closed," the capacitor is going to hog current until it is
fully charged, and the dropping resistor is effectively bypassed by a low
"resistance." This is going to pull maximum initial current through the
relay and close it in a hurry. Once the capacitor charges, it is going to
"disappear" from the current path, and the current through the relay will be
limited by the resistor.
