[Heathkit] SB-101 LEVEL Control Problem

I'm looking a friend's SB-101 and I've fixed several problems but one
remains.  All tubes check good, switches, pots and contacts have been
cleaned.  When you put it in the TUNE position the power meter indicates the
LEVEL control is full CW.  IOWs, the control has no effect on the output.
Also, if you activate the rig using LSB or USB, the power meter reads as if
you are in TUNE or CW.  In LSB or USB there should only be a reading when
you talk into the microphone.  The dual pot reads and acts normal.
Thoughts?
