It snaps over the base, but can be difficult to remove in one 
piece. Careful use of a thin-bladed knife will often get it off 
without damage. If you look closely, you may see detents on 
opposite sides of the base.

I have used Brasso to clean and polish that sort of clear 
bezel. I even got some bad scratches out of the meter face 
for my Heathkit HM-2140 peak-reading watt-meter with 
Brasso.
