For Heaven's sake, somebody just DIRECTLY ADDRESS HIS QUESTION! This
isn't rocket science folks.

 > Does anyone know whether or not Heathkit uprated the power

Yes, Ken, Heath changed the power transformers a couple of times. While
all versions from HP-23 through PS-23 are spec'ed the same for the B+
and B++, in actuality they aren't the same. Heath lied. The HP-23 used
a 54-143 power transformer and is the only one having the B++ secondary
rated at 268VAC no load on the schematic. The HP-23A used a 54-198, I
don't have the part number at hand for the HP-23B, and the HP-23C and
PS-23 used the 54-807. All except the HP-23 are rated on the skiz at
282VAC no load for the B++ secondary.

Aside: That spec sheet of all models in the series does no good because
it says they're all the same. They aren't!

Aside: They ALL have a voltage doubler! So what?
