Hmmmm....I think Steve WB8DAS has the correct idea. It almost 
sounds to me too as though you are getting some really incredible 
oscillation in the final. 

If that were so, your relative power meter AND your DMM/RFprobe 
would show high voltage, since neither one are frequency selective.
