Some of Harbor Freight's step-drills are pretty lousy.

However, I agree with you concerning step-drills. At this point in my life, 
I prefer them to Greenlee Chassis/Knockout punches. Easier to use, 
and if you have a variable speed drill, they do an excellent job.
