A 240 volt run (2 legs of 120 volts), the two sides are 180 degrees out of
phase so that if both legs are fully loaded, the neutral current is zero (2
sides are 180 degrees out of phase cancelling each other out). Maximum
current is when one phase is fully loaded and the other is zero. Thus the
neutral/ground does not need to be of a size greater than the phase or hot
conductors.
