Although it used to be standard in the NFPA National
Electrical Code to use a cold water pipe for a ground
that is no longer accepted in the NEC.  This is due to
the fact that today PVC pipe is often used and since
PVC is an insulator a ground is not provided.

NFPA NEC now calls for a driven ground rod at the
entrance point to the structure.

When I did some rewiring (with proper permits) I was
told that I had to have a COLD WATER PIPE ground. 
They wanted heavy copper wire to the pipe which was a
long way away from the service entrance. 
 
I ended up doing some trenching and putting in some
extra hose bibs and running the cold water pipe by the
service panel.
 
Much cheaper.  They would NOT accept a ground rod of
any sort.
