[Heathkit] neutralization

I don't know about anyone else but I think a radio/transmitter reflector is
an entirely appropriate place to educate about finals neutralization, a
subject of which I know little and of which I did get a basic understanding
from the simple explanations presented here during this last exchange.
Politics? Now, that does not belong here. I have spouted some hints of my
political leanings in the past a few times in various reflectors and
invariably that starts wars and cause many people who disagree to gnash
their teeth and bite their tongue as I did with this recent one.
