Ed..

There is a dearth of small 24v controllers in the electric 
scooter world. These are the scooters used by kids to maim 
their bodies. I found a charger (24v 2A fully automatic on 
ebay for $8.50 whearas the mobility scooter folk what $125). 
It looks like you can get one for less than $20.
