[Heathkit] HW-9 Progress & a question

I wound up with a dead HW-9 in a trade several years ago.
I was told that it *never worked*... I believe that now.
Corrected MANY bad solder joints and bridges - Receiver works FB!
In frustration I finally removed ALL of the components from the transmitter
ckts.
Found a couple of marginal parts and replaced them.
Also (Eureka) found T402s secondary was scramble wound !!!!!!!
Rewinding T402 got the transmitter up and running :-)
with almost 7 Watts out on 40.
Now for the problem:
The HW-9s meter reads just over "1" @ 5 Watts out.
I believe it should read 40, if I understand the manual correctly.
All 3 resistors in the REL PWR/OUT ckt and C568 are correct values.
D408 is a new 1N4149 and C569 has been replaced with a new .01 cap.
All solder joints have been reworked.
The meter *looks* like it's the right one.
Any idea what's going on here?
Does anyone know the meter's correct range??
C568 (270 pF) is 270 pF, but if it's leaky (no tester here) could that be the
problem?
