[Heathkit] SB-401 and SB-301 spoting trouble

In the process of putting the SB-301/401 pair back on the air!  The 401 has the crystal pack as well.
   
Here is what I am running into:
   
The 401 and 301 are cabled together to allow transceive option via the 301 but when I try to use them as seperates and spot the tx to the rx my rx ends up 3 KCs low and it is the same if I use the canary sound or talk myself on frequency.  
 
Same results on LSB, USB and CW, checked and all crystals are in the correct location and wired correctly.  
 
I have checked the lmo shift on both the 301 and 401 as well as the lmo zero adjustment.  
   
Listening on a seperate RX and switching from LSB to USB it is tracking.
 
Any thoughts or ideas, I am willing to try it, if cannot use them as seperate pair then don't need the xtals in the 401 and both units have been aligned and using the correct RG-62 cable for the LMO, BFO and HET OSC.
