UPS will not even come to inspect the damage if it is a reasonable amount, 
say under $50-60. Every package has an automatic $100 insurance included in 
the cost of shipping.
I ship over 100 packages a week (not ham related) and have had occassional 
damage. I was told by my rep that they rarely even bother sending someone 
out for under $100.
