[Heathkit] Pawnee??

A few years ago I bought a Pawnee off eBay. After adjustment it worked fine.
I had fun re-stringing the dials!

BUT:
When I received the unit the Tx low pass filter was disconneted and
bypassed. When I connect the low pass filter the output drops about 3db. Is
this normal. The CW output without the filter measures about 10W. With the
filter it looks like about 5W.
