[Heathkit] SA-2060 Inductor Counter

Folks --

I recently acquired an SA-2060 Antenna Tuner.   The inductor counter 
works, but the "real" counter value is not centered, and is partway 
below the window.

Looking through the manual, I can not see any adjustment for this.   I 
see how to adjust for the "zero" position, but not any adjustment to 
center the counter in the window.   There are the two mounting screws, 
but the don't seem adjustable.

Any ideas?  Is the counter just sticking, where some lubricant would fix 
this?
