[Heathkit] SB-610 Vertical Gain

I picked up an SB-610 at the Knoxville Hamfest this morning.  With it in 
the line between the transmitter & dummy load, there's a nice trace on 
SSB, so obviously the vertical amp is working but the Vertical Gain has 
no effect.  Before I tear into this thing, does the Vertical Gain work 
only in certain modes?

Knoxville put on a really nice hamfest this year.  Last year there was 
no tailgating and inside wasn't worth the price of admission.  This year 
there was lots of SB-line stuff, Hallicrafters, National, and some 
Collins S-line for lots of money.  I passed up an SB-200 for $300 asking 
price, since I'm still on the fence about using an amp here on a small 
city lot with close-by neighbors.
