Actually, I think it's both.   It's a voltage divider of three 4.7M 
resistors in series, (probably overloaded voltage wise and which have no 
doubt increased in value,) with a 15K resistor at the "bottom" of the 
divider to ground.  Without tracing through the switching, it looks like 
the 15K is a shunt across the 200 uA meter.
