 The HV meter may not be accurate, the volt meter is not a lab  instrument 
and could be +/- 10% off.  And the movement may have been  damaged over the 
years from being moved around.
 
Apply drive to the amplifier and see if you get 500 watts or so output, if  
so you know the tubes and power supply are in good shape.
