[Heathkit] Maurader Transmitter

I recently picked up one of these beauties, and it is very beautiful, but, it doesn't transmit.  It powers up and all the tubes light, but when I put the rig into transmit, I get nothing from the relays, nominal plate current, a slight drop in plate voltage, and no rf out. 

Any "experts" out there who might be able to help me diagnose and resolve the problem?  I really want to get this fella back on the air.  I have the manual and schematics available for reference.
