[Heathkit] HP-23 Mystery 6.3 volt Green Wire???

Yes. Heath actually made FOUR versions of that supply. The power
transformer was not the same between them.
It sounds as though you have either a HP-23B or C. You may even have a
PS-23 which was very similar but different again.
Look carefully at the supply and find the model number. The later supplies
didn't have adjustable low voltage or heater voltages.
I'm betting that's what'cha got.
