[Heathkit] 0 Need Help

I'm restoring a DX-60. Final output is only about half of what it should be  
- 45 watts. At full output (45 watts) I'm getting 150 ma plate and 2,5 ma 
grid,  as it should be. The oscillator section checks out perfectly (V1). However, 
the  driver section (V2) is where I'm suspecting problems. Grid key-up 
voltage is  specified as -85v dc and it is perfect. Key down voltage is specified as 
-95v dc  (pin 2 of V2). However, at key down I'm getting -36v dc. When I 
disconnect the  coupling capacitor that comes from the plate of V1 I get zero 
volts at the  grid of the driver (V2). I've check all the associated parts of the 
driver (V2)  grid input. Everything seems to check out OK except R5. R5 is 
specified as 18K.  It has risen to 22K, but my poor math tells me it shouldn't 
create the problem -  although I do intend to change it. Anyone have any ideas>
