[Heathkit] Heath weather station wind sending unit ideas needed

I'm rebuilding a heat ID-1290 weather station, and have a damaged sending 
unit for the windspeed and direction. There are two of the "cups" for the 
sending unit that are missing. I am trying to conjure a replacement setup, 
and could use some hints.

The speed and direction indicator works fine, but for the missing 
mechanical cups. Any ideas?
