[Heathkit] HP-23 & HP-23A question

I own a HP-23 and a HP-23A power supplies for SB-10* series radios.
When these were used with my SB-100, the actual heater voltage measured
at a 12AT7 tube pin was 11.4VAC(HP-23) and 12.2VAC(HP-23A) with 115VAC
inputs to the supply. When measured at the power supply side, they were 12.2V(HP-23)
and 12.8V(HP-23A). It looks like Heathkit raised the heater voltage at the 'A' model
considering the voltage drop across the cable. Non 'A' model was not supplying
enough heater voltage.
Anybody observed this?
