In this part of Texas every UPS counter has a sign
stating that every package presented for shipping will
be opened and inspected to make sure that it is
properly packed.  Doing so thus makes UPS legally
liable for any and all damage.  Of course they still
"pull" the not properly packed deal but if you happen
to "mention" their inspection policy they will
suddenly get very cooperative.
