You are correct. There should be no (or very little) RF at this point.
The adjustment you are performing is the one that determines that. Look
at the antenna jack with a sensitive meter and a RF probe and tune for
minimum RF. If you don't see any RF, either the radio is broke or you
need a more sensitive meter. We are looking for millivolts. Good luck.
