[Heathkit] Heathkit sb 101 low output problem

I have a sb101 with low output. On all bands I only get about 5 watts
out. I change out all  tubes related to the xmit portion of the rig.
Does anyone have anybody have any idea what the trouble could be. I also
checked for any cold solder joints and cleaned all wafer switches.
The rig worked fine at one time. But when I went up the rig and xmit.
The low output trouble appeared.
