If all you need is a single CTCSS tone then there are
all sorts of tone boards around.  The Communications
Specialists TE-32 is the cheapest way to get all 32
tones without having to reprogram or retune the tone
board each time you need a different tone.

Left over from the late 1970s and the 1980s I have all
sorts of encoders and encoder/decoder boards. 
However, they are generally for one tone only.  Some
can have the tone set by DIP switches and the rest
have a multi-turn potentiometer that is adjusted for
the correct tone.
