Duane, 
I'm  answering because nobody else has yet.  I'm not a
wizard; a 1st Phone license doesn't qualify one for
that!  You are generating unmodulated CW.  I don't
know if the 202 is phase or frequency modulated, but
it doesn't really matter.  You need to find out where
the audio signal to the modulator disappears.

If you have a scope, you can start either from the mic
amp forward, or the modulator backward.  If you don't
have a scope, you can try signal tracing using an
external audio amp, such as a portable boom box, with
a pair of wires (coax or other sheilded wire would be
best). Connect one wire from the ground of the amp
(probably an RCA connector, the outside) and the other
wire THROUGH a CAPACITOR, .01 or .1 uF is okay, (from
the inside hole of said RCA), and then use the free
end of the capacitor as your probe and work your way
through the stages.

Caution: Do not EVER use this jury-rigged method with
any tube equipment, and don't probe around in the
power supply that you are using for the rig.

Unfortunately http://bama.sbc.edu/heath.htm  doesn't
show a listing for the HW-202 manual; a copy of one
would really help.
