[Heathkit] ref:hp-23b

Hi All, I have a HP-23b that is used with my HW-101, The radio receives
ok but no transmit, I tried another hp-23 with same connecting cable and
transmit works and receive ok. When testing the hp-23b I get the
following readings on OCT. plug
12v, & Fil com 14.50vac, =HV-830DCV, +LV- 310DCV ,-130V- I get -140VDC 
anyone have any idea what to check next
