[Heathkit] AT-1 Question

The FCC used to "sit" on the spectrum above 40 meters
and look for Novice 2nd harmonic signals.

I think because of this that a "brand new" OO who was
located in Illinois got the idea of "finding" people
out of the band.  Unfortunately, he got all sorts of
higher class licenses who were operating on AM phone. 
In fact, I believe that he sent out several hundred OO
cards.  It wasn't until quite a number of amateurs
complained to the ARRL about this "gentleman" that
anything was done.

It seems that he had misaligned his single-conversion
receiver that had a 455 KHz i.f. to high side
injection instead of the normal low side injection. 
The result was that he was receiving the image which
was 910 KHz above the actual frequency!  A number of
amateurs had contacted him about this, but, since "he"
was an Official Observer, his equipment couldn't be at
fault!

I don't know for sure what happened, but after the
ARRL got all the complaints no one got any more OO
cards from this person!  This was in 1960 if I
remember correctly.  And yes, I was one of those
people who got an OO card for having a "phone signal
outside of the band".  Even though I was only 16 at
the time, I recognized his problem as did most others
who got the card.
