Wow Glen;
All that sounds like the problem is in YOUR area.
I say that because I have sent 1000's of items thru UPS, some very heavy 
items.
I seldom Double box unless it heavy & expensive & the buyer is paying.
I do take the time to pack it well, plastic covering, blocks of foam to 
prevent migration & paper/popcorn in the voids.
Many buyers renege as soon as they hear the shipping cost, as the rates have 
become extreme, even a charge if the buyer lives out of the normal rhelm of 
the delivery truck.
I can say from fact that I have had less then 6 claims in 15 years & never 
did UPS deny a claim or give me a hard time.
I even had a Collins 75A-4 disappear off a buyers doorstep(?), they Paid, no 
problems, in 2 weeks!
Also, When I put in a claim for 2 damaged items, they paid & told me to keep 
the item.
They never even wanted to look at it.
Also, at my UPS hub here in Farmingdale, there are NO such signs and they 
only "Peer" inside in the value is over $800 or so.
If they take your monies for insurance than legally they have to pay if the 
item is lost of damaged unless its very expensive & totally packed wrong or 
poorly.
But as I said, I never had a problem.
Now Fedex, they are no better, I've had long antenna cartons, bent back on 
itself and the stupid driver that it was ok, duh!
I think that some areas are better then others with UPS, depends who's 
"watching the store".
