[Heathkit] sb-221 problem

Sounds like the relay input contacts may need cleaning.
The short you see on the output is normal, its the 1 mH
choke normally placed on the output of the network
to prevent B+ from showing up at the output connector
should the B+ blocking capacitor fail.
