You should have between 40 mA and 60 mA on the plate
meter when you key the microphone but do not talk
(better yet, turn the microphone gain control all the
way down).  If this reads higher or lower, then you
need to adjust the bias until the meter reads between
40 mA and 60 mA.

There is an ALC adjustment which needs to be set to
zero with the microphone keyed and the gain turned all
the way down.

It sounds like your ALC is cutting the power back and
you are not "putting out" what you should.

great. When I switch to the ALC mode the meter pegs
over to the right and when I key the mic the meter
moves all the way over and pegs to the left side.
