[Heathkit] TT-1 TUBE TESTER

       Question about the filament/heater voltages. 
 I have a TT-1-A  that seems to have a grave discepancy as to actual at
socket fil voltage. 
 for instance,  when setting the line adjust to line set and fil sw to 6
v it will show about 
6 v or less at tube socket, no tube inserted. plug in tube and voltage
drops to 4.3 and 
re-adjusting the line set control may bring it up 
to about 4.7v.
        The odd thing about this is that a 6L6 will test as good with
this heater voltage, 
I measured this with a socket adapter with the terminals at the side.
I do not have the complete manual which may indicate the point to measure
the 100 volts 
neccesary at the primary for proper operation. 
  what gives???
