I think I'd use a scope to look for noise on the CRT inputs, especially the
vertical input and focus. (Sorry, I don't have my -614 any more so I have
no book to refer to. I'm shooting from the hip here, but it seems a
reasonable place to start.)
Short of that, shielding may be the right answer. Is there some radiating
device on that side of the scope (like a transformer... even in an adjacent
piece of gear?)
The only other thing that comes to mind is that the NOS CRT is kaput...
perhaps the phosphor is not adhering to the glass correctly anymore.
Let us know what you find...

Do us a fovor and post it to the whole reflector. I've had several
of these scopes (610's and 614's) and most have had the same problem.
I'm guessing shielding but I haven't found a good answer
